The film focuses on the political economy of these forms, drawing on Rajani Palme Dutt's view that fascism represented an organisation of capitalist decay, to illustrate the various different laws of motion which condition the development of reactionary political movements.

The comparison between different stages of capitalism and their relation to exploitation is made in painstaking detail and with brilliant editing. The connection between the decay we are experiencing as institutions breakdown and decay that lead to fascism in Europe was scientific and helpful to anyone trying to understand the times they are living in.
